About the role

Role Overview This role sits at the front of our capture process. You are responsible for finding the government opportunities worth pursuing and lining up the subcontractors who help us win and perform them.

You will research current, expired, and renewal opportunities, source and vet subcontractors, maintain our subcontractor Rolodex, send RFQs and track every response, and work with our interdisciplinary team to push bids past bottlenecks.

This is not a "search and forward" role. You are expected to deliver detailed research, organized data, and complete subcontractor quotes that leadership can act on immediately.

Key Responsibilities

Market Research — Current, Expired & Renewal Opportunities Search federal, state, and local portals (SAM.gov, agency forecasts, state procurement sites, DIBBS where relevant) for open solicitations that match our NAICS codes and capabilities Research expired and expiring contracts on USAspending and FPDS to identify recompetes and renewals 6–18 months ahead Identify incumbents, contract values, periods of performance, and set-aside types for each target opportunity Deliver short opportunity briefs: scope, agency, value, due dates, incumbent, set-aside, and a go/no-go recommendation Keep the opportunity pipeline tracker current so leadership always sees what is open, upcoming, and due

Subcontractor Sourcing

Source qualified subcontractors and suppliers using SAM.gov, the SBA Dynamic Small Business Search, state certification directories, industry associations, and referrals Verify SAM registration, certifications (8(a), WOSB, SDVOSB, HUBZone, DBE/MBE), licenses, insurance, and past performance before outreach Prioritize subcontractors that strengthen our socioeconomic and geographic fit for each bid Subcontractor Rolodex Management Maintain a central subcontractor database: company, contact, capabilities, NAICS codes, certifications, service area, UEI/CAGE, past quotes, and responsiveness Update records after every interaction; flag or remove outdated contacts Tag subcontractors by service line so the right partner can be found in minutes

RFQs & Subcontractor RFQ Tracker

Draft clear, complete RFQs from each solicitation: scope of work, quantities, delivery or performance location, required certifications, pricing format, and response deadline Send RFQs to multiple qualified subcontractors per requirement to ensure competitive pricing Log every RFQ in the subcontractor RFQ tracker: date sent, recipient, status, follow-ups, quote received, and price Follow up on outstanding quotes and compare responses side by side for the pricing and proposal team

Subcontractor Communication

Serve as the primary point of contact for subcontractors during sourcing and quoting Answer questions, share amendments, and confirm requirements promptly and professionally, in writing Build long-term relationships so strong partners want to bid with us again Interdisciplinary Team Coordination Work with proposal writers, pricing, operations, and leadership to keep each bid on schedule Flag bottlenecks early—missing quotes, unclear scope, late answers—and bring a proposed solution with each one Report weekly on research findings, RFQ status, and open issues

Systems & Process Management

Keep the opportunity tracker, subcontractor Rolodex, and RFQ tracker as the single source of truth Leverage AI tools to speed up research, summaries, and RFQ drafting—while verifying every fact Document and follow SOPs (aligned with Trainual) Maintain organized, secure records for every bid

Key Performance Indicators (KPIs)

Opportunity briefs delivered on schedule for every pursuit Recompete and renewal opportunities identified at least 6 months before solicitation RFQs sent to at least three qualified subcontractors per requirement 100% of RFQs and quotes logged accurately in the RFQ tracker Subcontractor quotes delivered to the pricing team before internal deadlines Subcontractor Rolodex growing and current, with verified records
