The FY2025 small business procurement numbers are in, and the 8(a) line tells a stark story: 8(a) awards fell to a 10-year low, dropping to roughly $24.3 billion — the largest single-year decline in a decade. Behind the number, about 800 firms were removed from the program, and race-based eligibility is being wound down. Small-business primes still captured about $179 billion — roughly 28% of all contract dollars — so the federal small-business market itself remains enormous; it’s the 8(a) vehicle specifically that contracted.
How We Got Here
Earlier in 2026, the SBA conducted mass suspension and termination actions and issued new 8(a) eligibility guidance, while the Department of Defense ran its own 8(a) audit — adding up to sharply greater scrutiny of program participants. A proposed rule tightening the eligibility test drew comments through July 13, 2026, with a final rule still pending.
What This Means If 8(a) Is Your Primary Vehicle
Don’t panic — diversify. The dollars didn’t leave the small-business market; they moved. Your job is to make sure you can compete for them.
- Stack your certifications. If 8(a) is your only lane, look at where you also qualify — WOSB/EDWOSB, HUBZone, SDVOSB — and pursue the ones that fit.
- Build a non-set-aside pipeline. With $179B flowing to small-business primes, full-and-open and competed work is where resilience lives. Update your capability statement and go after competed work you can win on merit.
- Protect your standing now. If you’re an existing 8(a) participant, get ahead of your annual review — clean documentation and a defensible eligibility position matter more this year than last.
