Post-quantum cryptography (PQC) used to be a problem for 2035. As of last month, it’s a procurement problem with near-term teeth. On June 22, 2026, Executive Order 14412 accelerated the federal timeline with two hard deadlines:
- December 31, 2030 — agencies must transition high-value assets and high-impact systems to NIST-approved PQC for key establishment.
- December 31, 2031 — the same transition for digital signatures / authentication.
The Part That Reaches Contractors
The order directs the FAR Council to publish, within 180 days, a proposed rule requiring covered contractors to comply with NIST FIPS standards incorporating PQC algorithms — with contractor compliance targeted by the end of 2030. Software vendors, cloud service providers, and IT integrators selling to the government will need to meet the same PQC bar. Legacy public-key encryption like RSA and ECC is on a path to becoming a compliance liability in federal procurement.
Why the Urgency?
“Harvest now, decrypt later.” Adversaries are believed to be collecting encrypted U.S. data today, betting they’ll decrypt it once large-scale quantum computers exist. Data stolen now can become readable years later even if today’s encryption looks strong.
What Small Federal Suppliers Do Now
- Inventory your cryptography. You can’t migrate what you can’t see. Start a cryptographic bill of materials (CBOM): where do RSA/ECC live across your products and services?
- Ask your vendors their PQC roadmap. If you resell or integrate third-party software, their timeline is now your timeline.
- Bake it into capability statements. “PQC-aware” and “NIST FIPS-aligned” are becoming differentiators in cybersecurity-adjacent bids — get there before the rule forces it.
Four-plus years sounds like runway. For an enterprise crypto migration, it isn’t. The firms that start the inventory now won’t be scrambling when the FAR rule lands. Brick by brick.
